Alternative Approaches to Securing Recreation and Park Amenities Through Exactions

Abstract

A continuum of eight alternative exaction forms that may be used to secure public park and recreation amenities is proposed. It is suggested that there is an inexorable movement from minimalist approaches to exactions, toward comprehensive requirements that transfer to the private sector increasing proportions of what were traditionally public costs associated with park and recreation developments. The existing literature on exaction forms is synthesized to provide a state-of-the-art discussion of them. The advantages and disadvantages associated with each form are discussed.
