Abstract

This paper examines the conceptual justification for federal aid to supply state and local outdoor recreation opportunities. Three funding approaches to establishing a federal recreation trust fund are suggested, and their appropriateness and relative feasibility is assessed. Emphasis is given to the conceptual justification for a manufacturers' excise tax on recreational equipment and the arguments against it. The paper concludes with a description of the "marketing orders" alternative to the excise tax.
