Abstract

This article examines the effect of regulations on recreationists' freedoms. Employing the metaphor of the traffic light, it is argued that regulations, rather than restricting individual freedoms, actually expand them by reducing conflicts. A discussion of the implications for recreation land policy concludes the article.
