Abstract

In 1999, Anthony Williams, former mayor of Washington, DC, created the DC Children and Youth Investment Trust Corporation (DC Trust), a 501(c)(3) nonprofit, to leverage private funds for youth programs. Over the next 16 years, this nonprofit became many other things, including a vehicle for personal criminal enrichment and an example of where a lack of internal financial controls and oversight can lead an organization.
