The DC Youth Investment Trust: Criminal Wrongdoing, Blurred Lines of Governance, and Lack of Oversight

Abstract


In 1999, Anthony Williams, former mayor of Washington, DC, created the DC Children and Youth Investment Trust Corporation (DC Trust), a 501(c)(3) nonprofit, to leverage private funds for youth programs. Over the next 16 years, this nonprofit became many other things, including a vehicle for personal criminal enrichment and an example of where a lack of internal financial controls and oversight can lead an organization. The DC Trust is a telling tale of what can happen when the line between government and nonprofit sectors becomes blurred, and a poster child for what some argue was a culture of corruption inside the local government of the nation’s capital...
