Abstract

This paper summarizes a presentation on Improvement-Driven Organizations made by Ian Littman of the Coopers & Lybrand Firm at a symposium on "Shaping Government for the 21st Century" held in Phoenix in December, 1994. The paper considers the history of the quality movement in government, the results of a "Survey of Best Practices" of organizations conducted by Coopers & Lybrand, anticipated forces that should lead to change in the way government agencies conduct business, personal and organizational challenges associated with these anticipated changes, a template for creating Improvement-Driven Organizations, and the implications of such organizations for park and recreation management.
