Abstract

Data were collected through the use of a preliminary questionnaire andfollowup interviews of personnel in five operating foundations. From these data, basic models are proposed that attempt to define the different ways in which operating foundations adapt to differences in funding sources. The data are used to compare the decision-making process used by operating foundations with that used by government agencies involved in parks and recreation operation.
