Abstract

Recreation and leisure administrators are faced with the task of making decisions about resources used in providing services and programs. These decisions must be made by considering the strengths and weaknesses of their organization, as well as by addressing the impact of participants' needs, outside competition. and future trends. The nine-cell approach, used widely in the private sector, facilitates the decision-making process by examining key factors involved in these decisions and by requiring examination of these factors in an organized manner, weighing the importance of both internal and external factors.
