Abstract

Reliability and validity are essential properties in measurement and thus crucial in evaluation using measurement strategies. Both stability and internal consistency reliability are explained, in addition to strategies for improving reliability estimates. Validity is discussed in its major forms: content, criterion-related, and construct. Conditions that function to decrease validity in measurement are identified, and strategies are suggested to reduce their impact. The importance of both measurement qualities is emphasized in relation to development and selection of evaluation instruments.
