Abstract

Beginning in the late nineteenth century, the development of program evaluation in leisure services is traced. The highly restrictive quantitative analyses reported in the literature of the 1890s sought ways in which to measure program "success." The paper presents the evolution of evaluation research techniques since then, employing behavioral and other qualitative approaches to measure pro gram effectiveness. fu addition to a description of the approaches that have been used in the evaluation of leisure programs and services, a rationale for their use is also provided.
